8 Stages Ordinances & Resolutions Process Flow

Step-by-Step Process

  1. Filing of Proposed Measure

    A councilor or authorized party files a proposed ordinance or resolution, which is logged and assigned for legislative processing.

  2. First Reading & Committee Referral

    The measure is read for the first time and referred to the appropriate standing committee for study, consultation, and recommendation.

  3. Committee Action & Public Hearing

    The committee conducts hearings, gathers stakeholder input, and submits its report and recommended action to the plenary.

  4. Second Reading & Debate

    The council deliberates on the committee report, debates provisions, and may approve amendments before proceeding.

  5. Third Reading & Final Vote

    After another reading, the council holds a final vote. Approval requires the prescribed majority under applicable rules.

  6. Mayoral Action

    The approved measure is transmitted to the City Mayor for approval, veto, or other action as provided by law.

  7. Posting & Publication

    Enacted measures are posted and published as required to inform the public and establish legal effectivity.

  8. Effectivity

    The ordinance or resolution takes effect in accordance with the Local Government Code and the measure's own provisions.
