The Bayawan City Council, officially known as the Sangguniang Panlungsod ng Bayawan, is the legislative arm of the local government of Bayawan City, Negros Oriental. Guided by the principles of transparency, accountability, and participatory governance, the City Council is committed to enacting policies that promote sustainable development, safeguard public welfare, and strengthen democratic institutions at the local level.
Composed of the Vice Mayor as its presiding officer and ten elected City Councilors, the Bayawan City Council functions as the policy-making body of the city. It holds regular sessions to deliberate and pass ordinances, approve resolutions, review budgets, and oversee the effective implementation of programs and projects. The council also includes ex-officio members from the Liga ng mga Barangay (Association of Barangay Captains) and the Sangguniang Kabataan Federation, ensuring that grassroots voices are well-represented in legislative affairs.
The Council plays a pivotal role in various aspects of governance: from urban planning and infrastructure development to environmental management, health and sanitation, education, tourism, culture, business regulation, and social services.
