Three Public Hearings
The 10th City Council of Bayawan successfully conducted three (3) Public Hearings today, presided over by Hon. Efleda A. Renacia. The hearings were attended by Hon. Sharlou Jamin, Hon. Stanley Fortugaleza, Hon. Severino Salvador Capulso, and Hon. Luis Sumalpong, together with concerned department heads, stakeholders, and members of the public.
The public hearings covered the following proposed legislative measures:
• An Ordinance Adopting Republic Act No. 11313 (Safe Spaces Act).
• Draft Ordinance No. 2026-11 – An Ordinance Ensuring Safer Spaces within the City of Bayawan through the Localized Implementation of Republic Act No. 11313 (The Safe Spaces Act), Providing Additional Definitions, Appropriating Funds Therefor, and Providing Penalties for Violations Thereof.
• An Ordinance Granting Exemption from the Payment of Parking Fees for All Persons with Disabilities (PWDs) and Senior Citizens in All City-Owned Parking Facilities, Including Designated Parking Areas and Other Establishments Imposing Parking Charges Within the Territorial Jurisdiction of the City of Bayawan.
These public hearings served as an avenue for consultation and meaningful discussions, allowing concerned sectors to express their views and recommendations to further strengthen the proposed ordinances.
The Sangguniang Panlungsod remains steadfast in promoting transparency, inclusivity, and participatory governance through responsive and people-centered legislation for the continued progress of Bayawan City.
