Honorable Luis J. Sumalpong is a proud native of Bayawan City, born and raised in Barangay Nangka. He is a retired Municipal and City Agriculturist of the Local Government of Bayawan City where he played a vital role in promoting sustainable farming practices and supporting local farmers. Driven by a desire to serve his fellow Bayawanons on a broader scale, Hon. Sumalpong entered the political arena in 2007, marking the beginning of a dedicated and purpose-driven political career. With his solid background in agriculture and grassroots leadership, he continues to champion the welfare of his constituents, especially in the fields of agriculture, rural development, and community empowerment. He currently serves as the Chairman of the Committee on Agriculture, Fisheries, and Livestock, where he leads in crafting policies and programs that support local farmers, fisher folk, and livestock growers. At the same time, he also Chairs the Committee on Ways and Means which is responsible for reviewing and recommending measures related to local taxation, revenue generation, and budget policies. He is also the Vice-Chairman of the Committee on Laws and Rules, Committee on Public Works, Infrastructure, Housing Development and Landed Estate, Committee on Senior Citizen and PWD and the Committee on Cooperative Development.
