Teofilo M. Cagas, fondly known by many as “Kapitan Pilot,” is a dedicated public servant currently serving as the Barangay Captain of Banaybanay and the current Liga ng mga Barangay President (Ex-Officio). With more than three decades of experience in grassroots governance, he has earned the trust and respect of the community through his hands-on leadership, integrity, and unwavering commitment to public service.
Kapitan Cagas began his political career as a Barangay Kagawad from 1994 to 2007 before serving as Barangay Captain from 2007 to 2018. He continued his service as Barangay Kagawad from 2018 to 2023 and was once again elected as Barangay Captain in 2023. In August 2025, he assumed office as Liga ng mga Barangay President (Ex-Officio), further strengthening his role in representing barangay concerns and promoting collaborative local governance.

Throughout his years in office, Kapitan Cagas has actively supported programs focused on peace and order, disaster preparedness, anti-drug advocacy, infrastructure development, and community welfare. Under his leadership, Barangay Banaybanay received several recognitions in 2025, including awards for attaining a Highly Functional BPOC rating, compliance in the BADAC Functionality Assessment, and being recognized as a Disaster-Resilient Barangay. He was also honored with a Plaque of Commendation in 2018 recognizing his competent and committed service as Punong Barangay for three consecutive terms.

Known for his approachable personality and people-centered leadership, Kapitan Cagas continues to work toward a safer, progressive, and empowered community for the people of Banaybanay.
